How To Find Us

Coniston is in the English Lake District in the county of Cumbria. We are situated in the North West of England just below the Scottish border. See below for ways of getting here:
By Road
The quickest road link to Coniston is by leaving the M6 Motorway at Junction 36 and following signs to Barrow In Furness (A590). At Greenodd, follow signs to Coniston. An alternative scenic route (not recommended for caravans), also means leaving the M6 at Junction 36, but travelling via Windermere and Ambleside.
By Rail
Coniston's nearest main Rail link is the West Coast Main line, which travels from London Euston to Glasgow. Oxenholme is the most convenient station situated on the outskirts of Kendal which lies just outside the Lake District. For time table information, please follow this link:

The local bus service is operated by Stagecoach. They recommend using the "impartial" Travel Line service for your planning needs. Stagecoach's timetables vary due to demand at different times of year so it would not be reliable to publish them here. Please use the link below.

Cumbria is sadly not blessed with an International Airport. Our nearest is Manchester which is approximately a two hour drive. All the usual Hire Car companies are available, and there is a rail link into Manchester where you can connect to the West Coast Main Line.

Preparing for the future with Coniston Parish Council

What is a Parish Plan?

Parish Plans are part of the "Vital Villages" scheme being run by the Countryside Agency. Vital Villages offers a range of grants and advice to rural communities to help them take action on many issues.

Getting Started

Coniston Parish Council feels the time is right to draw up a Parish Plan, that is a local action-based plan which addresses a range of problems and opportunities of concern to rural residents. It can include social, economic, and environmental issues. The whole community should be involved in producing the Parish Plan, with the Parish Council taking lead responsibility. The plan should be based on information provided through survey, research, consultation and community participation. A grant to assist with the production of a Parish Plan is available from the Countryside Agency and advice and help with producing the plan and involving the community from the Rural Community Council. The Parish Plan should identify action which can be taken forward by the Parish Council, by other individuals and groups within the community or by other service providers and statutory bodies. Proposed action and land use, development and design issues may be considered by the Local Planning Authority as suitable for adoption as supplementary planning guidance. To enable this to happen, the Parish Plan must be consistent with related policies set out in the local plan.

What does the Plan look like?

A Parish Plan is a document outlining how the community sees itself developing over the next few years. It;

  • identifies local problems and opportunities
  • sets out an achievable and long term vision for the future
  • prepares a plan of action to achieve this vision.

There is no standard format for a Parish Plan and no prescriptive list of the subjects it should address. It is up to the community to decide which issues it would like to tackle; to agree priorities for action and to present the information in a way that is interesting and attractive to everyone. A practical way to present the plan could be in two parts:

  1. A written report setting out the issues of concern to the community.
  2. An Action Plan, presented as a leaflet, poster, booklet or even a video.

Coniston Parish Plan - Summary of the Action Plan

In the Parish Plan report we listed the 'Top-ten' issues of greatest concern to Coniston. The list was based on the number of times the particular points were raised by Coniston people during the gathering and analysing of the information for the Parish Plan.

The purpose of the Action Plan is to summarise the action that the Parish Plan Team feel should be taken to take account of the 'Top Ten' issues. Much of the work has already begun with those in the Team, with the help of others, taking a leading roll in the projects.

1) Affordable Housing
More affordable housing is urgently needed and we propose to tackle this issue in several ways: Maintain the pressure on local authorities to develop more affordable housing to be administered by housing associations.
a) Help local authorities to find suitable sites in the parish for affordable housing.
b) Investigate the setting up of a private Trust to purchase existing property at market prices which can then be let at affordable rents.
c) Lobby local authorities and national government to make sure that permanent occupancy clauses applied to local properties are robust and can not be abused.

2) Loss of Village Homes to the second home market
Points c) and d) from the above section also apply to this section.
d) Strongly encourage home owners to install a 'permanent occupancy' clause on their property.
e) set up a chart or 'league table' to be displayed in a prominent place showing, month by month, the percentage of village properties that are second or holiday homes.
f) Make sure that local authorities apply a permanent occupancy clause to all new development that is approved.
g) Continue to lobby for 'change of use' planning permission if a residential property is to become a holiday let or second home.

3) Youth Facilities
Since the Plan was drafted a new youth club has been established within the village. The Parish Plan team will investigate and lobby for suitable funding
for the club and for other groups such as the Crusaders as a matter of priority.

4) The Institute
Any future development of the Institute will be carefully monitored to make sure that the wishes of Coniston people are followed.

5) Provision of a Health Centre
A small Committee has already been set up which is looking into the possible establishment of a health centre in Coniston. The first priority is to look for a suitable site and the source funding for the venture.

6) Parking and traffic issues
During the work to produce the Parish Plan report the CAPITA scheme was published which would have created much more control on parking and a village-centre 2Omph speed limit. It was clear from the Parish Plan comments that the village had different priorities and both CAPITA and the CCC have been made aware of village opinion.

7) Full time nursery care
Since the Parish Plan Was drafted a full time nursery care scheme has been started in the village which will function throughout the year. The scheme appears to be exactly what was required by the Parish Plan and any future funding needs will be supported.

8) Supporting the Coniston Carers
The carer scheme received very strong support when the Plan was being drafted. The Parish Plan team will check with the carers on how their work can be supported.

9) Gaining Broadband Internet facilities
A few premises within Coniston are connected to broadband but this has been done using expensive technology. We need to continue to put pressure on BT to allow Broadband to be available to all who require it.

10) Supporting the 'First Responders' scheme
This excellent service is being set up to provide very rapid emergency assistance. The Team will be supporting the scheme and assisting in providing additional funding to make sure the scheme gets off the ground.

Customers of Barclay's, HSBC (including First Direct), Lloyds TSB and NatWest can all use basic banking facilities at the Coniston branch of Barclay's Bank in the centre of the village (open Mon., Wed., & Fri., 9.30 am to 3.30 pm).

This facility is available under 'Shared Banking Services', a pilot scheme running until 31 December 2002.  If successful it may be extended.

Future of the Coniston Institute and Museum
To speed up the process of development, a working group of the director (Vicky Slowe), the Chairman (Anne Hall), Councillor Heather Wilkinson and Mr Bill Bateman was created at the Committee Meeting of 9 April 2002

They have now met with the Architect who is now drawing up more detailed plans for the development. To acquire grants for the development, it is important that the planned work on the Museum (re-"Bluebird") and the Institute is presented as a single project.

These proceedings are slow, but what we as a committee are trying to achieve has got to be done correctly, efficiently and successfully to last another 100 years!
